Advisory Group
Milestone Action #3.2 of the Digital Government Strategy called for the establishment of a Digital Services Advisory Group. Drawing on leaders from across government, the Advisory Group will advise the U.S. CIO on implementation of the strategy and pursue a threefold mission: (1) help prioritize shared services needs for the Digital Services Innovation Center, (2) foster the sharing of existing policies and best practices, and (3) identify and recommend changes to help close gaps in policy and standards. Steven VanRoekel, U.S. Chief Information Officer, White House Steven was appointed as the second United States Chief Information Officer by President Obama on August 5th, 2011. In this role, he is spearheading a transformation in the Federal Government’s use of technology by “Innovating with Less”. VanRoekel is driving savings and promoting innovation across the Federal IT portfolio by upgrading our nation’s cyber security capabilities, creating new open data policies, fostering delivery of mobile services to citizens, consolidating data centers, and promoting the Government’s transition to cloud computing. Wired Magazine recently named VanRoekel as one of the United States’ top 10 cloud influencers and thought leaders. |

Todd Park, U.S. Chief Technology Officer, White House Todd Park is the United States Chief Technology Officer and in this role serves as an Assistant to the President. Todd joined the Administration in August 2009 as Chief Technology Officer of the U.S. Department of Health and Human Services (HHS). In this role, he served as a change agent and “entrepreneur-in-residence,” helping HHS harness the power of data, technology, and innovation to improve the health of the nation. Prior to joining HHS, Mr. Park co-founded Athenahealth and co-led its development into one of the most innovative health IT companies in the industry. He also co-founded Castlight, a web-based health care shopping service for consumers. Mr. Park has also served in a volunteer capacity as a Senior Fellow at the Center for American Progress, where he focused on health IT and health reform policy, and as senior health care advisor to Ashoka, a leading global incubator of social entrepreneurs, where he helped start Healthpoint Services, a venture to bring affordable telehealth, drugs, diagnostics, and clean water to rural India. Mr. Park graduated magna cum laude and Phi Beta Kappa from Harvard College with an A.B. in economics. |

Macon Philips, Director of Digital Strategy, White House Phillips ran the new media program for the Presidential Transition Team (Change.gov) and served as the Deputy Director of the Obama campaign's new media department (BarackObama.com). Prior to the campaign, Phillips led Blue State Digital's strategy practice, working with clients like the Democratic National Committee and Senator Ted Kennedy. A proud Americorps*VISTA alum, the Huntsville, Alabama native is a graduate of Duke University. |

Miguel Gomez, Director, Aids.gov, Director, Department of Health and Human Services Miguel Gomez is the Director of AIDS.gov, a program in the Office of HIV/AIDS and Infectious Disease Policy at the U.S. Department of Health and Human Services (HHS). AIDS.gov plays three critical roles: 1) The program provides information on Federal HIV/AIDS policies, programs, and resources to visitors to the AIDS.gov site; 2) It provides basic HIV/AIDS information to those visitors; and 3) It offers extensive resources and practical guidance to Federal, state, local, and community partners on using new and social media to extend the reach and impact of HIV/AIDS programs. Mr. Gomez oversaw the development, design, and launch of AIDS.gov in 2006. Since that launch, he has introduced many new and innovative features on the site, including: video podcasting; the AIDS.gov blog, which reports HIV/AIDS-related news and research and showcases the use of new media in response to the epidemic; and the HIV/AIDS Prevention and Service Provider Locator, a location-based search tool and API that allows users to seek out HIV testing services, housing providers, health centers, and other service providers. And, AIDS.gov was relaunched and redesigned using responsive design in 2012. Mr. Gomez has been working on HIV/AIDS issues since 1984, when he joined the Gay Rights National Lobby, which provided services and support to some of the first AIDS organizations in the nation. He has since held positions with national AIDS organizations and the Federal government. He is the Office of the Secretary's senior representative to the HHS Web Council, and he serves on Federal digital and new media advisory bodies. |

Margie Graves, Deputy Chief Information Officer, Department of Homeland Security Margaret H. Graves was selected in September, 2008, to serve as the U.S. Department of Homeland Security's (DHS) Deputy Chief Information Officer (CIO). As the Deputy CIO, she oversees an IT portfolio of $5.4 billion in programs. In addition, Ms. Graves manages the operations of the Office of the Chief Information Officer, which covers the functional areas of Applied Technology, Enterprise Architecture, Data Management, IT Security, Infrastructure Operations, IT Accessibility, Budget and Acquisition. Prior to her selection as Deputy Chief Information Officer, Ms. Graves served as the Executive Director of the Enterprise Business Management Office within the DHS Office of the CIO. She developed and executed IT Portfolio strategies in alignment in the DHS Enterprise Architecture and established business processes for Capital Planning and INvestment Control, departmental IT budget reviews and acquisition reviews. She also served as the Deputy Program manager for the Border and Transportation Security IT Integration Program. This program established the business case and the operational foundation for the current Infrastructure Transformation Program which is the DHS roadmap for consolidation and securing the IT Infrastructure including networks, data centers, e-mail, wireless services, desktop services, and help desk services. Ms. Graves has 20 years of experience in the management consulting industry where she held executive positions and also performed consulting engagements for clients. She has experience in the areas of systems engineering, business process reengineering, strategic planning, financial management, mergers and acquisitions and venture capital planning. She worked for several firms in the National Capital Region such as Technology Applications Inc., Advanced Technology, Inc., and Planning and Research Corporation. She dedicated 10 years with A.T. Kearney, Inc. working for clients in the chemical, utility and medical services industries as well as holding positions in financial and administrative management. Ms. Graves holds an M.B.A. from the University of Virginia Colgate Darden Graduate School of Business Administration and a B.S. in Chemistry, also from the University of Virginia. |

Rick Holgate, Chief Information Officer, Bureau of Alcohol, Tobacco, Firearms, and Explosives H. Richard Holgate, PhD, is Assistant Director for Science & Technology and Chief Information Officer of the U.S. Department of Justice’s Bureau of Alcohol, Tobacco, Firearms and Explosives. Since August 2009, he has been responsible for strategy, planning, management, and delivery of ATF’s information technology (IT) and forensic services. He oversees all aspects of IT services; leads ATF’s financial investigative services; and manages ATF’s forensic science laboratories and its fire research laboratory. From 2004 to 2009, he was the Assistant Director for IT and Command Information Officer at the Naval Criminal Investigative Service (NCIS). He previously worked at BearingPoint, Inc., and at the MITRE Corporation. |

Adam Sedgewick, Senior Information Technology Policy Advisor, National Institute of Standards and Technology Adam Sedgewick serves as Senior Information Technology Policy Advisor at the National Institute of Standards and Technology. In this role, Adam represents NIST on the Department of Commerce Internet Policy Task Force and advices NIST leadership on cybersecurity issues. Previously, Adam was Senior Advisor to the Federal Chief Information Officer Council, coordinating cross-agency initiatives and assisting in the implementation of OMB policy and directives. Adam served as Professional Staff Member for the Senate Committee on Homeland Security and Governmental Affairs for nine years, handling cyber security and federal information technology policy. Adam was awarded the Fed 100 award in 2008 for his contributions to the federal information technology community. |
