Agency Energy Expenditure Reporting
The Senate Appropriations Committee Report accompanying the FY 1997 Treasury, Postal Service, and General Government appropriation bill included a provision requiring departments and agencies to provide the Committee with two distinct reports on energy consumption and efficiency. The first, to accompany or shortly follow Congressional budget materials for FY 1998 and subsequent years, is a report on energy costs and energy-savings activities. In addition, the Committee requires a separate one-time report from each agency by March 31, 1997, containing figures for actual FY 1996 energy use, a strategy and plan for improving energy efficiency, and strategy for implementing a centralized facilities energy cost accounting system. OMB issued guidance to agencies on February 4, 1997 for submitting these reports. The following documents reproduce that guidance and also present various portions of the guidance memorandum and attachments, separated for easier printing.
