Interagency Contract Data Collection Initiative
(General Information)

  • In February 2006, the Office of Federal Procurement Policy (OFPP) initiated an effort to identify the number and scope of interagency contracts and collect other information related to interagency acquisitions.
     
  • The vehicles used most frequently to support interagency acquisitions are Multiple Award Schedule (MAS) contracts, governmentwide acquisition contracts (GWACs), and multi-agency contracts (MACs).

    • MAS contracts are task-order or delivery-order contracts awarded by the General Services Administration (GSA) or the Department of Veterans Affairs for similar or comparable supplies, or services, established with more than one supplier, at varying prices, under authorities in Titles 40 and 41 of the United States Code.
       
    • GWACs are task-order or delivery-order contracts for information technology established by one agency for governmentwide use that are operated by an executive agent designated by the Office of Management and Budget pursuant to authority set forth in the Clinger-Cohen Act. 
       
    • MACs are task-order or delivery-order contracts established by one agency for use by Government agencies to obtain supplies and services, consistent with the Economy Act.
       
  • Because FPDS already provides information on MAS contract activity, OFPP focused its collection effort primarily on GWACs and MACs. Consolidated information has not been available on MACs, in particular, prior to this data collection. Accordingly, the following information has been posted on this webpage for each GWAC and MAC identified through this data collection:

    • The name of the agency that awarded the GWAC or MAC (i.e., the servicing agency)
    • The program or contract name
    • A description of services and products (including NAICs codes)
    • The contract award and expiration date
    • The vehicle ceiling
    • Agency website address for the GWAC or MAC
       
    Charts have also been posted to show the distribution of GWAC and MAC vehicles by servicing agency.
  • This effort is one of several initiatives to increase transparency on interagency contracting. This collection is being used to help establish a baseline for standard reporting on interagency contract activity in the Federal Procurement Data System (FPDS). A related effort is underway to reestablish the "interagency contract directory" (ICD). The ICD will help agencies identify available interagency contract tools that may be suitable for meeting their needs. The ICD will be part of FPDS and populated through agency data feeds to that system.
     
  • Note:  The information on GWACs and MACs obtained from this data collection represents a snapshot from FY 2006. OFPP is working with the General Services Administration and other agencies to institutionalize the collection and reporting of interagency contracting data, including obligational data, in FPDS. The ongoing collection of accurate and timely information on future interagency contracting through the FPDS will help support the effective and strategic use of these vehicles.
