Rosye B. Cloud is the former Policy Director for Veterans, Wounded Warriors, and Military Families, serving the National Security and Domestic Policy Councils.
As part of the National Security and Domestic Policy Councils team, she coordinated White House inter-agency initiatives across the federal government, Presidential Study Directives, as well as served as a senior advisor developing policies related to supporting the wellness, education and employment of our military and their families. She is also served as the Cross-Agency Priority Goal Lead for Veterans Career Readiness, she advised the Executive Steering Committee of the President’s DoD/VA Joint Task Force, and worked closely with Cabinet agencies and the President’s economic and domestic policy teams to ensure that the nation upholds its commitments to Veterans and their families.
Before her position on the National Security and Domestic Policy Council, she served as the Executive Director of the Performance Improvement Council at the Office of Management and Budget. Her focuses included performance management, strategy formulation, process improvement, and improving the quality and cost performance of Federal interagency initiatives through targeted operations and outcomes measurement. She was directly engaged in the design and execution of the President’s performance management agenda and the establishment of strategies for improving government performance and workforce engagement.
Prior to assignments include: Special Assistant for the Army’s Assistant Chief of Staff for Installation Management, which included oversight of performance improvement and transformation activities for Army installations. She also served as the Director of Business Transformation for the Installation Management Command, as well as the lead for ground business operations in domestic and international military installations within the NATO area of responsibility. These assignments include Family Support Division Chief, Director of Army Community Services, Family Advocacy, Financial Planning Program Manager, Outreach and Deployment services, Child and Youth Services Director and lead for Plans, Analysis and Integration. As a military family member she also established the first International Family Readiness Group in NATO/Supreme Allied Powers Europe to assist with military and family members requiring outreach, education or treatment services.
Rosye holds graduate degrees and post graduate certificates in business, human relations, organizational development, innovation, and corporate strategy from Harvard Business School, UVA Darden Business School, MIT Sloan, and the University of Oklahoma, as well as an advanced degree in National Resource Strategy from the National Defense University Industrial College of the Armed Forces.
