Caroline “Carrie” Bettinger-Lopez is the White House Advisor on Violence Against Women, where she serves as a senior advisor to Vice President Biden and as a member of the White House Council on Women and Girls. In this capacity, Carrie focuses on supporting and coordinating national and global efforts to combat domestic violence, sexual assault, and other forms of gender-based violence. She is a liaison to the domestic violence and sexual assault advocacy communities; collaborates with federal agencies on the implementation of the Violence Against Women Act and other laws and efforts to address violence against women and girls, both domestically and globally; and drives the development of new initiatives and policies to combat domestic violence and sexual assault with key public and private stakeholders. On behalf of the Vice President, she co-chairs the White House Task Force to Protect Students from Sexual Assault, and focuses on other issues such as ending the sexual assault kit backlog, improving law enforcement response to domestic violence and sexual assault, and ensuring economic justice, housing and safety for survivors of domestic and sexual violence.

Prior to joining the White House, Carrie was a Law Professor and Director of the Human Rights Clinic at the University of Miami School of Law, where her litigation, advocacy and scholarship focused on violence against women, gender and race discrimination, and immigrants’ rights. Prior to her legal career, Carrie engaged in social services advocacy and youth education centered on women and girls’ empowerment, as well as anti-violence programming. She is a graduate of Columbia Law School and the University of Michigan.
